This paper introduces the current situation of the utilization of the “Three Surplus” resources in our country, the ways and ways of developing the “Three Surplus” and the comprehensive utilization of resources, analyzes the effects of the comprehensive utilization of the “Three Surplus” resources and some problems to be solved .
