国庆节前夕,党的十六届四中全会在北京召开,数百位中央委员聚在一起,讨论“执政能力”这个与国家和民族命运攸关的重大主题。作为中央全会的主题,在党的历史上这是第一次。中国共产党建党以来实际上经历了两个巨大的转变一是从从事革命的政党到执掌政权,二是从计划经济的管理体制到市场经济的转型。前一个转变要求政党从斗争、革命、破坏旧秩序转为谋求建设和发展,后一个转变则要求法治和民主。一个政党能不能更好地发展,取决于能否顺应这些客观要求。通俗地说,执政能力就是政党治理国家的本领。加强执政能力的话题虽是第一次作为中央全会的主题,但实际上在执政55年中,中国共产党一直在不断地根据现实的巨变进行调适。我们回顾这段执政历程,就是想找出其中国家现实与政党之间的互动脉络,总结经验,汲取教训,使我们更加深刻地认识到增强党的执政能力不仅具有必要性、紧迫性和现实性,而且具有巨大的政治价值、经济价值和历史价值。 On the eve of National Day, the Fourth Plenary Session of the 16th Central Committee of the Party convened in Beijing.
