Ministry of Labor of the People’s Republic of China Chapter I General Provisions Article 1 These Measures are formulated in order to strengthen the management of labor safety and hygiene inspection agencies (hereinafter referred to as inspection and testing agencies), ensure the quality of inspection and testing, and standardize the certification of inspection and testing agencies. Article 2 This set of measures shall apply to the labor safety and hygiene inspection and testing institutes to which the labor administration department belongs. Article 3 The labor administrative departments of provinces, autonomous regions and municipalities directly under the Central Government
