我局所属太宁县建筑工程公司,是一个集体小型建筑安装企业。过去由于企业管理不善,也是我地区同行业中完成任务最差的一个企业。1983年初,该公司在学习中央一号文件的基础上,实行了四项改革,并在幢号、车间全面推行了经济承包责任制。四项改革的内容是:(1)把原来由公司安排劳力,改为由承包的幢号长自选人材。因泥工人数不足,允许承包者向外招聘。(2)施工队长,施工员原由公司发给工资、奖金,改为由承包的幢号长发给工资,奖金,并参与超利分红。(3)施工过程中所需材料过去均由公司供应,现改为地产材
