近日,新《预算法》出台、《政府采购法》做出三处修改等新闻频频出现在各大网站头条,政府采购业界也对此议论颇多,为了解新预算法等一系列改革对政府采购会带来哪些影响,本刊记者采访了清华大学公共管理学院的于安教授。于安教授以中央财经体制改革作为总体方针和框架,结合依法治国和对反腐败的制度性反应,对政府采购进行重新定位,探讨了政府采购新的发展前景。他提出,在未来几年里,要结合财经制度改革、依法治国改革、对反腐败的制度性反应这三大背景,来考虑政府采购改革问题,引入全口径政府采购的概念及政府采购的广义职能概念,给大家展现一个光明的前景。
