公立医院是进行医疗改革的重点，医院应该加强对权力运行监控机制的认识，根据自己的实际情况，加强对其的建设。在进行公立医院权利监控机制建设时，应该对其目前状况和特色有充分的了解，并对其未来发展的方向加以准确掌控，对公立医院的监控体制加以建设和完善。这样才能更好地促进医疗改革的进行，才不会造成公立医院公益性性质的改变。
