Liu Yan is the most outstanding national practice of financial management in the Tang Dynasty, known as “the all-powerful master of state financial management.” He included the traditional doctrine of governance in the national financial control system, saved the state financial system from decadent and underdeveloped conditions after the Anhwei Rebellion, and opened up new fields of learning for the rich. His “enriching the country without rewarding the people” and “ Their ”financial purpose for the future generations of the eulogize, became the study of the Tang Dynasty, the origin of state financial management co-ordinates. After the An-Shi chaos, in order to get out of financial difficulties, the Tang regime did not hesitate to resort to all kinds of appalling methods of greed and violence
