目标管理是英国的管理学专家彼得·德鲁克于1954年提出的,全面质量管理是另一位美国人A·V·费根堡于1961年提出的。目标管理和全面质量管理都是从生产实际中发展起来的,再经过提炼和完善,逐步形成了各种规章制度.各自有自己的一套管理内容、思想、原则和方法。目标管理主要是诃动人的积极性,强调人们参与管理;全面质量管理是建立新的质量概念,指工作质量和产品质量全过程的质量管理,全员参与的质量管理.目标管理和全面质量管理的最主要的共同点是强调人的因素第一。目标管理和全面管理不是从属关系,而是各自独立的两种管理技术,是相辅相成的。
Goal management was first proposed by Peter Drucker, a British management expert, in 1954. Total quality management was proposed by another American, A.V. Fiegenbau, in 1961. Target management and total quality management are developed from the actual production. After refining and perfecting, various rules and regulations are gradually formed. Each has its own set of management contents, ideas, principles, and methods. The goal management is mainly to incite people’s enthusiasm and emphasize people’s participation in management; Total Quality Management is to establish a new quality concept, refers to the quality management of the whole process of work quality and product quality, and the quality management of all employees involved.
