可以说,转型期20年左右的改革至今,目前已到了攻坚阶段,国企的问题已暴露得比较充分,为进一步的改革提供了良好的基础。国企的症结到底在哪里?如何寻找一个能够使公有制与市场经济相兼容的模式?这是一个摆在我们面前的重要课题,是一个复杂的系统工程。这些年来经济学界进行了广泛的探索,仁者见仁,智者见智,提出了很多好的建议,但都多少存在一些漏洞和不足。我想关键在于能否在时空上找到一个适合中国国情,有合理的激励约束机制,有利于中国经济稳妥、持续发展的有效、合理、可行的实施方案,在新的更高的平台上实现创新力和控制力的统一。
