首都钢铁公司在全面贯彻落实专业承包制过程中,结合增产节约,增收节支,降低成本,将控购工作纳入财务专业承包制进行严格管理,建立了一套集中控制分级归口管理体系。所属的各大公司、直属单位和各厂矿、工程公司等基层单位都有专职或兼职人员负责管理控购工作。完善了控购指标的分配与专控商品审批程序,建立健全了控购指标和专控商品辅助台帐,做到了按规定认真进行登记辅助台帐。几年来,首钢公司控购指标完成得较好。扣除价格等客观因素,按相同口径计算,1986年比上年降低指标209.6万元,1987年比1986年降低391.2万元,1988年比1987年节约635.4万元。今年上半年比上年同期节约236万元。
