农村合作医疗制度是在政府和集体的扶持下,农民群众通过互助共济,共同抵御疾病风险,共享基本医疗预防保健服务的农村基本医疗保障制度。1997年眉山正式建区以后,眉山地区合作医疗进入了新的发展阶段。地委、行署把合作医疗作为保护农民健康的重要工程来抓,把合作医疗列入了地委、行署1999年为民办的10件实事项目和建设“眉山社会主义新农村”的指标体系。全区合作医疗已由个别县实施扩大为县县开展,农民群众已初步尝到了合作医疗的甜头。当前,尽管各地农村合作医疗取得了长足的发展,但其在农业人口中的覆盖率仍然偏低(眉山地区只有15%,全国也不到10%,全省不到5%),运行质量和效益还不高,其发展还远远未能满足绝大多数农村人口的需求。许多地方的合作医疗出现了一些困难和问题,个别地方的合作医疗不稳定,面临滑坡甚至跨掉的危险,使合作医疗面临严峻的挑战,主要表现为:认识难统一;资金难筹集;受益面偏低,吸引力偏小,入保面难扩大。
