目的测算落实2011版基本公共卫生服务规范内容所需的公共卫生服务人力配置,为政府决策提供参考。方法根据2011版基本公共卫生服务规范要求的服务内容,结合本地实际工作,制定调查指标。于2014年1月至2014年12月,由调查员在被调查的39个社区进行多次现场测量。依据测量指标平均单位工作时间、每年工作量、每天工作时间3个方面来测算基本公共卫生服务实际所需人力配置。结果 39个社区卫生服务机构,辖区总人口达82.11万人,每社区平均管理2.1万居民、工作人员为(13.51±2.1)人,每万人口卫生人员实际配置为6.41人。被调查的544名卫生服务人员中,年龄在45岁以下的人员占67.59%;大专以上学历者占76.97%;高级职称只占11.09%;有编制的占52.02%。按目前实际上报工作量测算配置为8.58人,测算结果高于目前实际配置水平。结论目前社区卫生服务中心人力配置与实际需求差距较大;政府应加大对社区卫生服务的人力投入,保证基本公共卫生服务工作的落实。
Objective To estimate the manpower distribution of public health services needed to implement the contents of the 2011 version of the basic public health services and provide reference for government decision-making. Methods Based on the service contents required by the Basic Public Health Service Regulations of 2011 and combining with the actual work in the local area, the survey indicators were formulated. From January 2014 to December 2014, field investigators carried out several field measurements in the 39 communities surveyed. The actual manpower allocation of basic public health services is measured according to the average unit working hours, annual workload and daily working hours of the measurement indexes. Results 39 community health service agencies with a total population of 821,100 and an average management population of 21,000 inhabitants per community with a staff of (13.51 ± 2.1) and 6.41 health personnel per 10,000 population were actually deployed. Of the 544 health service personnel surveyed, 67.59% were under the age of 45; 76.97% had college education or above; 11.09% were senior professional titles; and 52.02% were prepared. According to the actual reporting workload is configured to measure 8.58 people, the measured results higher than the actual level of the current configuration. Conclusion Currently, there is a big gap between manpower allocation and actual demand in community health service centers. The government should increase manpower input in community health services to ensure the implementation of basic public health services.
