近年来,在经济体制改革的进程中,各级行政领导部门和工厂企业内部运用经济手段加强各种管理的方法十分普遍。在安全生产管理工作中同样如此,用扣奖罚款的办法作为事故预防和处理工伤事故措施的做法十分突出,发生了工伤事故,上级处罚企业,企业内部则层层分解,处罚车间(工程队)、工段,班组、直至受伤者本人。由于上级行政部门只规定对企业的处罚,没有统一规定企业内部的处罚办法,因而各企业内部的经济处罚手段就有多种多样。发生事故后不仅对职工和有关领导进行罚款扣奖,在日常工作中,用罚款制止违章违纪,用罚款处理险肇事故,用定期评比进行经济奖罚等
