湖北长江经济带的开放开发是在经济发展具有一定实力基础上的再开放再开发，只有以科技为主导，才能使其立足高起点，体现高水平，实现新突破。要始终把握“围绕一条主线，把握两个坚持，努力实现四化”的指导思想，着力建设湖北沿江高新技术产业带、星火技术密集带、信息公路网络带（一江三带），使湖北长江经济带成为我国中部的科技走廊。为此，要优化科技资源配置，提高研究开发投资水平，建设“八个中心”，健全科技服务体系，完善宏观管理，以发展科技产业为突破口，促进科技经济大联合。
The open development of the economic belt along the Yangtze River in Hubei Province is based on the strength of economic development. Only by taking science and technology as the leading factor can it be based on a high starting point, embody a high standard and achieve new breakthroughs. We should always grasp the guiding ideology of “focusing on one main line, grasping the two insistences and making every effort to realize the four modernizations”, and strive to build the Hi-tech Industrial Belt along the Yangtze River in Hubei Province, the Striking Belt of Spark Technology and the Information Highway Network Belt (One Jiang and Three Belt) The economic belt has become a science and technology corridor in central China. To this end, we must optimize the allocation of resources for science and technology, increase the investment in research and development, build the “eight centers”, improve the service system for science and technology, and improve macroeconomic management so as to develop science and technology industries as a breakthrough and promote the alliance of science and technology.
