为了贯彻执行水法规,经过各级水行政主管部门的努力,在全国建立了水行政执法体系,组建了7万多人的执法队伍,形成了省、地、县、乡四级执法网络。几年来,这支执法队伍在查处水事违法案件、维护水事秩序、实施取水许可制度、征收水行政事业费用、推动水利事业发展和保障社会稳定方面发挥了重大作用。但是,我们的执法队伍一是没有一个很好的组织形式;二是兼职人员过多,形成了虚设;三是执法队伍内部运行机制不健全,缺乏完善的管理制度和必要的监督机制等。为了解决上述问题,水利部在认真总结江苏、广东、山东等省建立水政监察专职队伍的经验和我省开展“执法主体合法化、执法管理目标化、执法行为程序化、执法文书标准化、执法统计制度化、监督检查经常化”(简称“六化”)建设经验的基础上,经过三次大范围的研讨,于1995年12月初发出了《关于加强水政监察规范化建设的通知》,提出了水政监察规范化建设的总目标和具体目标:
