为加强和规范铁路建设工程招标投标监督管理工作,国家铁路局日前出台《铁路建设工程招标投标监管暂行办法》(简称《暂行办法》)。该《暂行办法》自3月1日起施行。《暂行办法》共六章三十一条,明确了监管职责、监督内容、投诉受理、处罚实施等方面的内容。《暂行办法》规定,铁路建设工程招标投标监督采取专项检查、抽查和投诉调查等方式,以抽查方式为主。监督检查的内容主要有六个方面:招标范围、招标方式、
