新形势下办公部门要充分发挥其参谋、综合、协调、督查、服务的职能,就必须着力加强自身建设。加强自身建设的途径和方法很多,如结合机构改革和推行国家公务员制度,搞好办公部门“三定”工作;加强业务学习,增强干部职工的综合分析能力、组织协调能力、文字表达能力和应变能力;建立健全各种制度,使各项工作有章可循等等。此外,更重要的还是要重视和加强队伍的思想建设,建设一支政治上可靠、思想上开拓、工作上勤奋、学习上刻苦、作风上严谨的队伍。
