五峰土家族自治县是湖北省重点贫困县之一。1984年,国家将五峰县列入以工代赈重点扶持县,支持五峰县改善基础条件,帮助贫困农民改善生活设施,尽快改变五峰县贫困落后的面貌。十多年来,政府把以代赈工作作为扶贫工作的一个重要组成部分来抓,认真实施好每一个以工代赈项目,全县经济、社会得到了迅猛发展,基础设施有了较大改善,农民生活条件有了显著变化。十余年来,我们在以工代赈项目管理、实施过程中,取得了一些成功的经验。 一、注重实效,坚持四个结合是搞好以工代赈工作的前提 五峰县以工代赈工作始终坚持国家投入与自力更生相结合;坚持扶贫与奔小康相结合;坚持以工代赈扶
