“经济体制改革宣传暨两刊发行工作会议”于1992年7月8日至11日在大连召开。来自各省、直辖市和自治区体改部门的70多名代表聚集一堂,共同探讨经济体制改革宣传以及《中国经济体制改革》和《经济体制改革内部参考》两刊的发行工作。国家体改委副主任、经济学家高尚全,大连市副市长宫明程,辽宁省体改委副主任张辽源,大连市体改委主任刁成宝和中国经济体制改革杂志社社长兼总编辑萧英智等到会并讲了话。高尚全就发展社会主义市场经济,做好经济体制改革宣传工作以及共同努力做好两刊发行工作等问题作了重要讲话。他指出,发展社会主义市场经济是社会主义商品经济发展的必然结果。在谈到经济体制改革宣传工作时,高尚全希望各级体改部门共同努力,办好《中国经济体制改革》和《经济体制改革内部参考》两刊。他说,作为国家体改委的机关刊物,这两个杂志负有指导全国改革的使命,自创办以来,得到各地体改委、各地政府及中央各部门的支持,现在影响越来越大。他举例说,国内外新闻媒介均非常重视《中国经济体制改革》杂志,它所刊登的文章国内外转发的很多,转发率在我国所有刊物中算比较高的。
The “Economic System Reform Publicity and Two Issues Issue Work Conference” was held in Dalian from July 8 to July 11, 1992. More than 70 representatives from provinces, municipalities directly under the Central Government and autonomous regions have gathered together to discuss the publicity of economic system reform and the issue of two issues of “China’s Economic System Reform” and “Internal Reference for Economic System Reform.” Deputy Director of the State Commission of Economic Restructuring, Economist Gao Shangquan, Deputy Mayor of Dalian Gong Mingcheng, Deputy Director of Liaoning Province Restructuring Commission Zhang Liaoyuan, Director of Dalian Municipal Commission of Economic Restructuring Diao Chengbao and President of China Economic Reform Press Editor Hsiao Ying-chih will wait and speak. Gao Shangquan made important speeches on such issues as developing the socialist market economy, doing a good job of propaganda and reform in the economic structure, and making joint efforts to issue the two issues of newspapers and magazines. He pointed out: Developing a socialist market economy is an inevitable result of the development of the socialist commodity economy. When talking about the work of propaganda and economic restructuring, Gao Shangquan expressed the hope that the reform departments at all levels will work together to handle the two issues of “China’s Economic Reform” and “Internal Reference for Economic Reform”. He said that as the organs and publications of the State Commission of Reform and Reform Commission, these two magazines have the mission of guiding the country’s reform. Since its establishment, the two magazines have received the support of the Restructuring Commission, local governments and various departments under the Central Government and are now having more and more influence. For example, he said that the domestic and foreign news media attach great importance to the “China’s economic reform” magazine. The articles it publishes have been forwarded many at home and abroad, and the forwarding rate is relatively high among all the publications in our country.
