2010年,国家发改委发布的《促进中部崛起规划实施意见》为以山西为代表的中部经济区的建立和发展提供了政策支持。在此之前,我国已经形成了以长江三角洲、珠江三角洲为代表的经济区域。各经济区域往往以行政协议的方式来实现政府间的平等合作。行政协议为我国区域经济的发展制定了规则,提供了依据,对于打破行政区划、整合区域资源、发展区域经济有着不可磨灭的作用。但是,行政协议还存在法律依据缺失、程序狭隘、法律效力模糊化、责任条款缺失和执行软弱等缺陷。
In 2010, the Opinions on Promoting the Rise of Central China Planned by the National Development and Reform Commission provided policy support for the establishment and development of the Central China Economic Zone represented by Shanxi. Prior to this, China has formed an economic region represented by the Yangtze River Delta and the Pearl River Delta. Economic zones tend to achieve equal cooperation among governments in the form of administrative agreements. Administrative agreements have laid down rules and provided the basis for the development of regional economy in our country. They have an indelible role in breaking the administrative division, integrating regional resources and developing regional economy. However, there are still some defects in the administrative agreement, such as the lack of legal basis, the narrow procedure, the obscure legal effect, the lack of the liability clause and the weak execution.
