“十五”期间我国高等教育实现了数量与规模上的快速增长,“十一五”期间的工作重心将转移到结构性调整以及相关基础制度的完善之上。作为保障高等教育大众化的基础制度之一,我国现行助学贷款制度临时应急成分较大。因此,对国家助学贷款制度予以完善,是我国高等教育“十一五”期间的基础工作之一,本文就此提出了若干具体建议。 During the “Tenth Five-year Plan”, China's higher education has witnessed rapid growth both in number and size. The focus of work during the 11th Five-Year Plan will shift to the structural adjustment and improvement of the relevant basic system. As one of the basic systems to protect the popularization of higher education, the current emergency loan system in our country has a large contingency component. Therefore, improving the national student loan system is one of the basic work during the 11th five-year period of higher education in our country. This article has put forward some concrete suggestions in this regard.
