考核干部重点是看素质和实绩。素质表现为干部德才方面的基本条件,是干部取得工作实绩的主观因素;实绩是干部履行职责的外在表现,是主观改造客观的成果。所以,考核干部要作为一个动态过程,科学综合地分析德、能、勤、绩因素,既要重视对干部外在表现的考察,更要重视对干部内在素质的考核,防止和杜绝人为的一些模糊、不确定因素的影响。
