统筹城乡发展,是进入新世纪之后中央对于解决“三农”问题的一个重大战略性提法,第一次是在党的十六大上提出来的。从大的背景来看,它标志着我国经济在经过半个多世纪的发展之后,进入了一个重要转折点。2004年底,胡锦涛总书记在中央经济工作会议上明确指出,我国总体上已经进入以工促农、以城带乡的发展阶段。所以,今年一号文件中提出加大统筹城乡发展的力度,并不是说从现在才开始实行,而是要求加大力度。
Balancing urban and rural development is a major strategic formula for the central government to solve the “three rural issues” after the new century is first proposed at the party’s 16th National Congress. From a large background, it shows that our economy has entered an important turning point after more than half a century of economic development. At the end of 2004, General Secretary Hu Jintao made it clear at the Central Economic Work Conference that China has generally entered the development stage of promoting agriculture through industry and bringing urban development to the countryside. Therefore, the paper proposed in this year’s No.1 paper on increasing the overall urban and rural development does not mean that it should only be implemented from now on. Rather it requires more efforts.
