近日,从山东省财政厅获悉,省财政积极探索增加农民财产性收入的渠道,将财政补助农业龙头企业形成的资产,30%以上(逐步达到50%)的股份交由农民或农民合作社代表农民持有,以此来增加农民财产权利。据了解,流转生产基地、提供农产品加工原料的农民合作社或农民作为优先合伙人,可以参与财政所扶持农业龙头企业的分红。此外,农民合作社还可以持有和管护财政补助资金形成的资产。通过自主经营或参股龙头企业经营所获得的红利,在提取规定的公积金和资产折旧后,由流转土地承包权的全体社员分享。这些实现形式都将有效保障农民财产权益。
