《中共中央关于坚持和完善中国共产党领导的多党合作和政治协商制度的意见》提出:“聘请一批符合条件和有专门知识的民主党派成员、无党派人士担任特约监察员、检察员、审计员和教育督导员等”。根据这个意见,全国各地一批民主党派成员受聘走上了不同的特约工作岗位。民进北京地区会员中有34人先后受聘担任了中央、市、区(县)三级特约工作。两年来,这些同志努力工作,协助政府解决了一些具体问题,群众反映很好,聘请特约人员这一参政形式,已引起社会人士的普遍重视。

According to this opinion, a number of members of the democratic parties in various parts of the country have been hired for different special jobs. 34 members of the people’s communes in Beijing have been hired as special three-level special jobs at the central, municipal and district (county) levels. In the past two years, these comrades worked hard and helped the government to solve some specific problems. The masses responded well. The appointment of special personnel as a form of political participation has drawn the attention of the community.
