企业减员增效的目的是形成企业内部干部职工能上能下、能出能进、个人收入能升能降的良性机制。它触及的将是干部职工个人的利益,无可避免地引起广泛的剧烈的反映。这些反映将集中在三个层面上: 一是有些人认为:企业效益一直不错,眼下是不是到了非采取这种“断臂求生”的地步?“让一部分职工下岗,人为地给职工营造一种压力感,是不是当前搞好企业的唯一良策?”在逆反心理下,当每个具体人的利益受到冲击时,都将随时被激活起来。
