七七事变后,日本首先接管天津航运业的管理机构,日本华北方面军陆续出台政策,对华北和天津地区的航运业进行政策上的“指导”。1939年4月华北交通株式会社成立后,华北交通实现一元化统制,采取“铁路为主、公路和航运为辅”的政策,统制民船,强化运输能力,天津航运各业为日本及其所设公司控制。太平洋战争爆发后,日本强化对天津地区航运业的统制,但在美国的封锁和游击队的打击下,损失惨重。抗战时期日本控制下的天津航运业遭受巨大损失。
After the Seventy-Seven Incident, Japan first took over the management of the shipping industry in Tianjin and the North China Front Army of the Japanese introduced policies in succession to carry out policy “guidance” on the shipping industry in North China and Tianjin.
