本文据日文史料，对一九三七～一九四五年间伪蒙疆政权时期日本控制下传统采盐制度的破坏及盐法的出台、从榷运总署至烟政盐务科机构的沿革、盐产量及盐价等作了初步的考述，也叙述了从察南蒙盐组合至蒙疆盐业组合这一盐商组织的性质。文中认为：日本来对伪蒙疆地区的盐产资源进行掠夺乃是因为傅作义部队的阻隔停止了旧时吉兰泰盐的输入，以致蒙盐供不应求，不得不大量输入长芦盐以为补充。而日本对蒙盐的统制则是为了对我国共区进行封锁，在客观上造成了我抗日力量的盐紧缺。
