改革开放是党的十一届三中全会以后提出的一项基本国策,是我国社会主义现代化建设的必然选择。我国改革开放中的开放包括两个方面,即对内开放和对外开放。邓小平同志指出:“开放是两个内容,一个对内开放,一个对外开放。”(《邓小平文选》第3卷第224页)两个开放适应了我国现代化建设的需要,并随着建设有中国特色社会主义实践的不断发展而逐步深化。在西部大开发中贯彻两个开放战略,把“引进来”和“走出去”结合起来,符合邓小平同志改革开放的一贯思想,符合我国改革开放的实际,是我国改革开放事业的进一步深化,是西部大开发的成功之路。
