高质量的TVET对于解决青年失业问题的重要性已经成为普遍共识。以工作世界和就业技能的获得为导向,TVET能够妥善解决诸多问题,比如技能不匹配,促进青年人实现从学校到工作世界的平稳过渡。UNESCO总干事伊琳娜·博科娃(Irina Bokova)曾指出:“我们见证着青年一代经受着自身技能与工作世界需求不匹配的挫败。面对经济低迷和青年人失业问题,最好的措施是确保青年人掌握基础技能和获得相关培训,使他们能够自信地进入工作世界。”UNESCO-UNEVOC
