China’s imminent accession to the WTO and the implementation of the strategy for the development of the western region provide a rare historical opportunity for the province to accelerate the development of foreign economic trade, and it also poses severe challenges. All localities and relevant departments must attach great importance to foreign economic and trade work, effectively transform their functions, improve working methods, strengthen services, and support and promote the development of foreign economic trade. The relevant issues are hereby notified as follows. I. Fully understand the importance and urgency of developing our province’s foreign economic trade. Our province’s foreign economic and trade volume is not large, and foreign trade and exports are important to the development of the national economy.
