陕西省人民政府办公厅5月16日向各地、市,省政府各有关部门,直属机构转发了陕西省灾害防御协会提出的1991年度陕西省主要自然灾害趋势预测及对策的综合研究报告。使自然灾害年度综合预报研究工作和社会的减灾活动紧密结合,有力地推动了自然灾害综合预报研究朝着科学化、社会化、实用化方向前进的步伐,充分显示了政府在减灾活动中的领导地位和决策职能。
On May 16, the General Office of Shaanxi Provincial People’s Government transmitted the comprehensive study on the prediction and countermeasures of major natural disasters in Shaanxi Province proposed by Shaanxi Disaster Defense Association in 1991 to all relevant departments of all localities, municipalities and provincial governments as well as directly affiliated agencies. The close combination of the annual comprehensive forecast study of natural disasters and the disaster reduction activities in the society has effectively promoted the pace of scientific research, socialization and practical application of the comprehensive forecast of natural disasters and fully demonstrated the government’s leadership in mitigation activities Status and decision-making functions.
