各位代表: 我受国务院委托,向大会提出1991年国家预算执行情况和1992年国家预算草案的报告,请予审议,并请全国政协各位委员提出意见。一、1991年国家预算执行情况 1991年是我国执行十年规划和“八五计划纲要的第一年。面对国际形势急剧变化和国内遭受的严重自然灾害,全国各族人民在中国共产党和人民政府的领导下,坚定不移地贯彻党的基本路线,同心协力,团结奋战,各项工作都取得了很大成绩。改革开放迈出了新的步伐,农业在大灾之年获得丰收,工业生产稳步增长,固定资产投资结构继续改善,进出口贸易持续扩大,国家外汇储备增加,市场繁荣,物价基本平稳,人民生活继续改善,社会供求总量基本平衡。各种情况表明,治理整顿的主要任务已基本完成,我国的政治稳定、社会安定,国民经济在改革开放中继续朝着好的方向发
Distinguished Delegates, I entrust the State Council with the task of submitting a report on the implementation of the state budget in 1991 and the draft state budget for the year 1992 to the General Assembly for consideration. Implementation of the State Budget in 1991 The year 1991 is the first year for China’s implementation of the 10-year plan and the ”August 5 Plan." In the face of the drastic changes in the international situation and the grave natural disasters it has suffered in the country, the people of all ethnic groups across the country, Under the leadership of the People’s Government, unswervingly implementing the basic line of the party, working hand in hand, and making concerted efforts have achieved great success in all fields. The reform and opening up took a new step and the harvest of agriculture in the catastrophe year was well received. The steady growth of industrial production, investment structure of fixed assets continued to improve, import and export trade continued to expand, the national foreign exchange reserves increased, the market prosperous, prices stable, people’s living continue to improve, the basic balance of supply and demand of society basically. The main tasks have basically been completed. China’s political stability and social stability, the national economy in the reform and opening up continue to move in a good direction
