Before the Korean War, the United States originally intended to recognize China. However, due to the unification of domestic opinions, the incident was abandoned after the Korean War broke out. On November 17, 1949, Acheson arranged Truman and Philippe Jessup, Raymond Fosdick and Everett Case three to study the policy on China. Jessup and Fosdick Propose to Truman: Instead of seeking to overthrow the government of the Chinese Communist Party, the United States should face the reality that the Communist Party can hold its own in Beijing. The only rational policy is to recognize Beijing diplomatically and to make Beijing unyielding In Moscow, after a while, all kinds of powerful influences that may change the regime in Beijing should be encouraged. Acheson also fear that Truman did not accept this proposal, but also private talks with Truman, underlined this proposal. Finally, Acheson convinced Truman that Du’s analysis was “correct.”
