近年我国大学本科教育质量,在某些方面有所下降的现象已较明显,主要表现在实践知识少、动手能力差、不善于将所学知识应用于实际等。出现这种现象的原因,在某些院校固然有忽视本科教育的情况,但就全国来看,因素是多方面的。全面分析这些因素并衡量其影响程度,依此作出的政策调整才能恰如其份。这样就可以避免整个工作出现摇摆和“振荡”,能够较好地保持事业在动态稳定过程中顺利地向前运动和发展。例如近年报刊上发表的副教授聘任条件既不同于文件规定提法,也不全面,在工作中失去了明确的标准(或者说是指挥棒),难免造成无所适从的工作局面。由于这是某一级领导同志的公开意见,在掌握评审标准时还不能不重视。这类事情的出现,可能和忽视大学本科教育的看法有直接关系。由此可见认真分析影响大学本科教育质量的因素是有现实意义的。

They have lost their explicit standard (or the baton) in their work and will inevitably result in a loss of work. Since this is a public opinion of leading comrades at a certain level, we can not but pay attention to grasping the assessment standards. The emergence of such a thing may be directly related to ignoring the idea of undergraduate education. This shows that careful analysis of the factors affecting the quality of undergraduate education is of practical significance.
