公共行政理论与公共行政模式共生共荣。在不同历史阶段,公共行政展现了不同的性质、职能与样式。公共行政模式与理论发展演化具体表现为放任行政模式与“守夜人”政府理论、管制行政模式与官僚制政府干预理论、民主行政模式与民主行政理论、市场行政模式与市场行政理论、服务行政模式与新公共服务理论五种具体形式和阶段。各公共行政模式与理论形态的内涵与特征有共性也有区别,并相互竞争。
