自去年10月份以来,陕北榆林地区采取有力措施,广泛发动群众,掀起了一场声势浩大的冬季农田水利基本建设运动。全区日上劳60万,截至去年12月底,累计投入劳动积累工日3070万个,完成土石方8906万m~3,新修基本农田36.78万亩,超额省下达任务15万亩的145％,其中新增水地11.64万亩,坝地3.45万亩,水平梯田21.69万亩。与此同时,治理水土流失面积1431km~2,补修梯田39.85万亩,加固整修河堤
