为落实党的十五大提出的“认真贯彻党的教育方针,重视受教育者素质的提高,培养德智体等全面发展的社会主义事业的建设者和接班人”的战略任务,改革基础教育,适应21世纪经济社会全面进步的需要,根据《中国教育改革和发展纲要》和教育部有关文件精神,结合我省实际,现就进一步推动我省中小学全面实施素质教育,提出如下意见.
