从1983年放权让利、实行承包制到现在进行股份制改造、资产重组,国企改革已走过了17个年头。17年间可谓花样叠出,妙方纷呈,但国企至今仍在困境中。我们不是希望毕其功于一役,但是国企改革在某些关键环节上是否还尚待突破?是否我们未曾置疑的某些前提本身存在问题?我们国企一把手的产生过程是否有不合理的地方?
Since 1983, the delegation of power to none other, the implementation of the contract system to the present shareholding system reform, asset restructuring, state-owned enterprise reform has gone 17 years. 17 years can be described as tricks, wonderful recipe, but state-owned enterprises are still in trouble. We are not hoping to accomplish this task. However, are there any major breakthroughs in the reform of state-owned enterprises at certain key links? Are some of the premises that we have not questioned inherently problematic? Are there any unreasonable conditions in the process of the emergence of state-owned enterprises?
