近年来,末位淘汰制作为一种绩效管理制度被引入党政机关干部管理工作。这一制度对于优化干部队伍,激发干部工作热情,建立干部能进能出、竞争择优、充满活力的用人机制发挥了积极作用,但也暴露出了许多问题与不足。那么,末位淘汰制的科学性究竟如何,出路又怎样呢?本刊特编发三篇文章作些讨论。
In recent years, the last phase out of production as a performance management system was introduced into the management of party and government cadres. This system has played an active role in optimizing the ranks of cadres, arousing the enthusiasm of cadres and establishing a mechanism for employing cadres to enter and exit from competition, choosing suitable and energetic personnel, but also exposed many problems and deficiencies. So, what is the scientific nature of the elimination system at the bottom, what is the way out? This article specially compiled three articles for discussion.
