兴建厦门海堤的倡议,是1950年春我拜访当时已回集美定居的陈嘉庚先生,在与他交谈厦门与集美之间的交通,联想起马来西亚与新加坡之间的海堤而提出来的。我们都认为可以修建厦门海堤兴建的目的一是当时的战备需要；二是打破敌人封锁,发展厦门的交通和经济；三是可以实行以工代赈,缓解厦门严重失业问题；四是可为今后解放台湾作好准备。我时任厦门市市长,就把此事告诉了张维兹同志,请他和市建设局刘秉林科长找几个工程师以及厦大副教授方虞田等研究,并组织水文、地质队伍
The proposal to build the seawall in Xiamen was made in the spring of 1950 when I paid a visit to Mr. Tan Kah Kee, who had settled in Jimei at that time. He talked about the traffic between Xiamen and Jimei, reminding him of the seawall between Malaysia and Singapore.
