东北工矿界在工业部指示之下,仿效苏联先进经验,各自成立技术检验制度,由技术检验来指导生产,管理生产。一九五○年由于各工矿的情形不同,有的已经做了,有的做得不夠具体和澈底,甚至有的还没有开始建立这种制度。但一九五一年以来,由于政府的重视和苏联专家的建议,各工矿当局把技术检验制度定为一项重要工作。建立这种制度的目的有五:(一)提高产品的质量,避免废品的制造,(二)产品的质量改进之后,进一步方可增加产品的产量,
Under the direction of the Ministry of Industry, the northeastern industrial and mining community followed the advanced experience of the Soviet Union and set up a technical inspection system to guide production and manage production through technical inspections. In the 1950’s, due to the differences in the conditions of various industrial and mining industries, some have already done, and some have not done enough concrete and complete. Some have not even begun to establish such a system.
