2010年8月1日,共有107个国家签署的《国际禁止集束弹药公约》正式生效。但是美、俄等很多真正的军事大国却没有签署这份公约。说起集束炸弹,很多人都会想起海湾战争中“狂风”战斗机、B-52轰炸机天女散花般播撒的小炸弹,还有M270火箭炮那“钢雨”外号的由来。可以说,集束炸弹、子母弹已经成为现代战争中极为重要的一类弹药,很多国家都曾在战场上尝到了巨大好处,视它为一串诱人的甜葡萄。也有不少国家出于军事需求和人道主义两方面的考虑,把这些集束炸弹视为一串酸葡萄,弃留难决。对很多经年遭受战乱痛苦的国家和平民而言,集束炸弹则是一串不折不扣的苦葡萄,至今还危害无穷。这样三种口感的人博弈出的一份协议,自然不会全盘满足某一方的要求。对于现役的多种集束炸弹,该协议也就有了不同的处置态度。有全面禁止的,有可以保留的,还有存在疑惑,是禁是留说不清楚的。这都是因为集束炸弹说起来简单,实际上却有着不同的结构原理和技术特点,在战场作用与危害上矛盾突出,不同国家又因利益区别而态度迥异。下面这最著名的十大型号集束炸弹武器中,就面临着不同的命运。
