《中华人民共和国国际海运条例》颁布实施,标志我国国际海运立法进入到一个新的阶段。海运条例的颁布实施,使我国过去海运管理无法可依的状态得到根本改善,同时确立了很多新的制度。其中,NVOCC就是一个全新的制度,对于这样一个全新的制度,实施2年以来,进展非常顺利。到目前为止,全国登记NVOCC企业1102家,其中境外企业183家,境内企业919家;在1102家企业中,中外合资合作企业160家,占15％,外商独资35家,占3％。如果按照地区来分,上海304家,深圳107,青
