一、为进一步活躍城鄉物资交流,引導與鼓勵行商積極購銷土產、特產品,并供應農民以必要的生產資料與生活资料,藉以達到發展生產,繁荣经济之目的,特製定本辦法。二、凡有固定住址,而無固定營業场所,經常往來各地经营流動性的商业者,謂之行商。凡行商须依照本辦法之規定向所在地工商行政管理部門申请登记,經审查屬实,發給行商營業证後,始准營业,但未經舉辦行商登記地區之行商,得申請各該區工商行政管理部門或区鄉人民政府出具臨時證明文件,准其暫行营業,仍須於該區舉辦登記時,補辦登記手续,领取行商營業证。三、行商申請登記時須填明下列各項:1、申请人姓名;2、原來職业;3、住址;4、經营性質(独资或合夥);5、资本额。并須繳驗所在地公安机關發給之戶口证。(在鄉村沒有公安机關的地方,須由區、鄉政府或村政府予以证明。)
