山东省梁济运河筑堤泄洪工程,在一期工程人工作业之后,二期工程改用机械化施工,深受当地人民的欢迎,社会效益和经济效益十分突出。梁济运河治理第一期工程已于1989年底结束,干流工程动员了11万多民工,投入拖拉机5174台,碾压机械501台,铲运机86台,挖塘机142台,手推车近2万辆,筑堤45.7公里,完成土方649万立方米,工日453万个,完成投资3300万元。从这些数据不难看出,一期工程挖河筑堤战线长,任务重,除投入大量人力、物力和资金外,还要设立相应的行政管理机构和设施,增加了施工的难度。
