2015年4月20—22日,世界银行在菲律宾首都马尼拉召开政府采购国际研讨会和发展伙伴会议。来自25个国家和国际组织的140余名政府官员和专家学者参加,交流政府采购改革的成功经验,共商政府采购未来发展的目标和方向。会议倡导政府采购管理应该从注重程序合规、法律体制的健全向信息公开透明、关注采购结果、提高采购效率、实现物有所值方向转变,鼓励各国运用政府采购绩效评估方法(MAPS),并探讨建立国际政府采购伙伴关系。财政部政府采购管理办公室主任王瑛应邀参加了会议,分享了中国政府采购改革的经验,并参加了政府采购绩效评估方法和国际政府采购伙伴关系的讨论。
April 20-22, 2015, the World Bank held an international seminar on government procurement and a partnership meeting for development in Manila, the capital of the Philippines. Over 140 government officials and experts and scholars from 25 countries and international organizations participated in the exchange of successful experiences in government procurement reform to discuss the goals and direction for the future development of government procurement. The meeting advocated that government procurement management should be open to the public from the emphasis on procedural compliance and the soundness of the legal system, focusing on procurement results, improving procurement efficiency and realizing value for money. Countries are encouraged to use the MAPS (Government Procurement Performance Evaluation Method) Explore the establishment of an international government procurement partnership. Wang Ying, director of the Office of Government Procurement Management of the Ministry of Finance, was invited to attend the meeting and shared his experiences in the government procurement reform in China. He also participated in discussions on the performance evaluation methods for government procurement and the international government procurement partnership.
