东北、华北八省区市机关事务工作第二次联席会议由辽宁省政府机关事务管理局承办，于１９９９年７月２３日至２５日在辽宁省沈阳市召开。出席会议的有国管局局长焦焕成、副局长吕世光，中直管理局副局长薛宝珠等。应邀参加会议的还有中共辽宁省常委、省委秘书长徐德、省人大副 The second joint meeting of the northeast and north China’s eight provinces, autonomous regions and municipalities on organ affairs was undertaken by the Authority Office of Liaoning Provincial Government and held in Shenyang, Liaoning Province from July 23 to July 25, 1999. Attending the meeting were State Administration of Directors Jiao Huancheng, deputy director Lv Shiguang, deputy director of the Directorate of Management Xue Baozhu and so on. Also invited to attend the meeting were CPC Liaoning Provincial Committee and Provincial Party Committee Secretary-General Xu De, Provincial People’s Congress Deputy
