1993年山东省蓬莱市水利局对所属3座中型水库进行了清产核资、价值重估、产权界定、全成本核算,适当提高了供水价格。通过清查、重估,3座水库的资产由原来的1339万元增加到5360万元。实行全成本核算后,农业供水单位成本为0.16元。由于积极工作,1993年蓬莱市政府以3号令颁布了《蓬莱市水费计收与使用办法》,农业供水价格由过去的每立方米0.02元提高到0.05元,年水费收入实现9.6万元。
In 1993, Penglai City Water Conservancy Bureau of Shandong Province conducted clear liquidation and capital verification, value revaluation, property right definition and full cost accounting for the three medium sized reservoirs under its ownership, and appropriately raised the water supply price. Through inventory, revaluation, the assets of the three reservoirs increased from 13.39 million yuan to 53.6 million yuan. After implementing full cost accounting, the cost of agricultural water supply unit is 0.16 yuan. Due to its active work, in 1993 Penglai City Government promulgated Decree No. 3 on “Measures for the Collection and Use of Water in Penglai City”. The price of agricultural water supply has been raised from the previous 0.02 yuan per cubic meter to 0.05 yuan and the annual water fee income has reached 96,000 yuan .
