TPP、TTIP等大型区域性经贸协议对于非成员方所形成的经贸壁垒问题引起了国内外研究的广泛关注。有关文献的主要视角与观点包括了大型区域性经贸协议对全球治理的制度性影响与未来趋势的研判、以经济学量化分析大型区域性协议对谈判方的影响以及溢出效应、大型区域性经贸协议对特定国家的影响及其建议、大型区域性经贸协议对中国的整体性影响与建议、基于TPP相关规则而对我国海关制度分析与建议等。从宏观层面对大型区域性经贸协议及其我国的障碍方面的研究较为丰富,中英文献存在立场与视角的差异。但是此类文献中缺乏以海关法治创新促进我国跨越大型区域性经贸协议障碍方面的研究,并未提出在海关法领域落实“内外兼修”对策的具体路径与方法。因此我国需要根据新政经情势,加强对更新我国传统的关税制度,推行高标准的单边贸易自由化,全国协调统一地提高贸易开放水平,对于服务贸易、投资与加工贸易转型的实质性支持与促进等方面的研究。

There are differences in positions and perspectives between Chinese and English documents. However, such literature lacks the research on how to promote the innovation of customs by law in order to promote the obstacle of our country to cross the large-scale regional economic and trade agreement, and does not put forward the specific ways and means to implement “internal and external” measures in the field of customs law. Therefore, China needs to step up its efforts to update its traditional tariff system, promote a high standard of unilateral trade liberalization, raise the level of trade liberalization in a concerted manner across the country, and substantive support for the transformation of trade in services, investment and processing trade and Promote other aspects of research.
